Barbara Germaine Whitehorn
Deputy City Manager and Chief Fiscal Officer, City of Sedona, Arizona
Barbara Whitehorn currently serves the City of Sedona, Arizona, as the Deputy City Manager for Financial Services, Human Resources, the City Clerk’s Office and the Municipal Court, as well as acting as Chief Fiscal Officer. Barbara has broad-based governmental experience and expertise. For more than two decades she has worked in municipal finance, leading budgeting and forecasting, accounting and financial reporting, purchasing, accounts receivable and payable, payroll, treasury and cash management, and she is expert in the issuance and management of long-term debt. Barbara also has experience leading Human Resources and Risk Management, including the successful negotiation of contracts with bargaining units, leading Information Technology and implementing enterprise resource planning (ERP) software.
Barbara holds an MBA with concentrations in Finance, Accounting and Operations Research from the University of Texas at Dallas, and a BA in the History of Art from Bryn Mawr College. Before finding her calling in public sector finance, Barbara worked in tax, healthcare financial management, and the not-for-profit sector, as well as serving as an implementation consultant for government ERP systems with Tyler Technology. She gained governmental finance experience serving as Accounting Manager and Controller for the cities of Corinth and Arlington in Texas, before moving to Asheville, North Carolina, where she served as Finance Director and Chief Financial Officer for seven years. Following Asheville, Barbara served as the Director of Finance and Management Services and Agency Director of Administrative Services for the City of San Bernardino, California. During her tenure with the City of San Bernardino, Barbara led the Finance, Human Resources and Information Technology departments.
