Barbara Whitehorn is the Agency Director of Administrative Services for the City of San Bernardino, California. She served as chief financial officer and director of finance and management services for the City of Asheville, North Carolina for seven years, before leaving for San Bernardino in January 2021. In Asheville, she led Accounting and Treasury, Management and Budget, Purchasing, Risk Management, and Strategic Planning. Barbara specializes in debt and financial modeling, long-range cash flow planning and forecasting, utility rate analysis, financial reporting, general ledger accounting, fund accounting, budget, sales tax law and collections, capital asset management, and strategic planning. She served on the Board of Directors of the United Way of Asheville and Buncombe County from 2016 to 2019, co-chairing the Finance and Building Committee.
