With over 18 years in strategic planning and grants administration, Serena Johns is a leader in the public sector, finding solutions to ensure excellent service and financial prudence. Ms. Johns currently serves as the Senior Management Analyst for the Elsinore Valley Municipal Water District, where she has secured more than $254 million in grants and low/no interest loans for the District. Prior to her work at EVMWD, she worked throughout California at a State University, County and City government agency, focusing on process improvement, audits, strategic planning and funding. Ms. Johns has a Master’s Degree in Public Administration from Sonoma State University and Bachelor’s Degree in International Security and Conflict Resolution with a Specialization in Cooperation and Conflict Resolution from San Diego State University. Ms. Johns is a member of the Municipal Management Association of Southern California, Grants Professional Association and National Grants Management Association member. Ms. Johns resides in Eastvale, California with her husband, Steve and her three children.
