As special counsel in the Government and Public Finance group, Kelly Hutchinson knows how to advise governments who require access to the capital markets on how to issue general obligation and revenue bonds while adhering to regulations that govern municipal securities.

Before joining Katten, Kelly worked as director of capital markets for the State of Illinois, managing $30 billion of debt, raising over $10 billion of debt in the capital markets and helping create legislation to improve the efficiency of refunding transactions.

Prior to that, she worked on high profile projects with state and local governments as a municipal advisor, financing over $30 billion in debt issuances for a range of general obligation and revenue bonds.

At the start of her career, Kelly worked as an investment banking analyst in the oil and gas division.
