Andrew Kramer

Andrew Kramer has more than 20 years of experience in finance and development in the public sector. As VP of Finance, he leads a talented team managing accounting, payroll, accounts payable, risk management, financial planning, National Transit Database (NTD) submissions and benchmarking, fare revenue administration and collection, grants, debt, and treasury.

He began in local government finance at the City of Dallas, developing its $8 billion biennial budget, before moving into budget management with the City of Aspen, Colorado. Andrew joined DART in 2022 as the Assistant Vice President of Financial Planning and Analysis. Before getting started in government, he served in executive and leadership roles for several nonprofits.

Andrew earned his Master’s in Business Administration from Texas Christian University and graduated magna cum laude from the University of Texas at Austin. He is a member of Phi Beta Kappa and an Eagle Scout. He also served as the founding President of the Government Finance Officers Association (GFOA) LGBTQIA+ Caucus. He and his husband are active foster parents.
