Allen holds an Honours Degree in Civil Engineering along with post graduate management qualifications. He is an experienced Civil Engineer with extensive experience in all aspects of asset management planning, operations, and corporate planning.

Allen has senior experience in local government asset management and has been involved in many projects throughout Australia and Canada implementing improved asset management practices for asset management and financial reporting.

Allen is one of the principle trainers and developers for the IPWEA NAMS+ asset management methods, the Professional Certificate in Asset Management Planning and for the Professional Certificate in Infrastructure Financial Management. He has been a reviewer of significant publications such as ISO 55010, the Australian Infrastructure Management Manual, and the International Infrastructure Financial Management Manual
