Rachelle Mathews serves as the Deputy Director of Administrative and Financial Services for the City of Topeka. Rachelle started with the City in 2015. She has oversight of the Accounting Division, Treasury Management, the City's debt portfolio. Rachelle holds a Master of Business Administration from Washburn University and a Bachelor of Arts from Kansas Wesleyan University. She also holds the credential of Certified Management Accountant from the Institute of Management Accountants.

Rachelle is also an active member of the Kansas Government Finance Officers Association (KSGFOA) and the Eastern Kansas Government Finance Officers Association. She has also held board positions with Kansas Missouri Chapter of Women in Public Finance and the Topeka Friends of the Zoo.
