Debra L. Roberts is a certified public accountant licensed in PA, MD, DC and VA. She is Deputy Executive Director/CFO, State of Maryland–Maryland Teachers & State Employees Supplemental Retirement Plans. She has more than twenty years of experience in budgeting, finance, and audit. Reporting to the Board of Trustees, Debra oversees and prepares annual budgets for the State of Maryland Supplemental Retirement Plans comprising 401k, 403(b), 457, and 401(a). Debra serves as the Board’s internal expert along with their General Counsel, regarding existing tax law and changes to such, both State and Federal, thus working directly with the Board Chairman and Executive Director regarding such matters. Attending all Board of Trustees and sub-committee meetings, she reports on the current financial affairs of the State’s programs and oversees the internal audit functions of the agency. She testifies along with the Chairman of the Board and the Executive Director before the Maryland General Assembly regarding the Board’s annual report, the Agency’s annual budget and proposed legislation, which directly or indirectly impact the State’s existing plans. She is also responsible for preparing the Board’s annual budget and Comprehensive Annual Financial Report; meet with the Board for approval and subsequently assist in justifying the budget before the Governor, Department of Budget and Fiscal Planning, and the Maryland General Assembly.
