Colleen Sarkar

Colleen Sarkar is a finance professional with over 14 years of governmental accounting experience. In her current role as chief financial officer of Beaver Water District, she oversees debt and investment management, as well as accounting and financial operations, including financial reporting, accounts payable and receivable, and payroll. Beaver Water District is a quasi-governmental water utility in northwest Arkansas, serving a population of over 400,000. Prior to joining Beaver Water District in 2025, she held various roles in municipal government, including as the finance director and treasurer of the city of Sherwood, Arkansas, and the assistant chief financial officer for the city of North Little Rock, Arkansas.
 
Colleen is a member of the Government Finance Officers Association (GFOA) and serves on GFOA’s Committee on Treasury and Investment Management. She is also a member of GFOA’s Women’s Public Finance Network (WPFN), the American Water Works Association (AWWA) and the Arkansas Government Finance Officers Association (AGFOA), where she previously served on the board in many roles, including as president.

Colleen holds a Certified Government Financial Manager (CGFM) certification and has a Master of Accountancy from the University of Central Arkansas and a Bachelor of Science in Accounting from Centenary College of Louisiana.
