Jennifer Stevens

Jennifer Stevens, CPA is the Assistant Financial Officer for the City of Raleigh, North Carolina, the state’s capital and second-largest city, home to more than 500,000 residents. In her role, she provides leadership and strategic direction for the City’s Finance divisions, including payroll; accounting and financial reporting; financial planning and analysis; and financial technology and compliance. She also oversees the fiscal administration of the City’s external grants and related reporting requirements.  Since joining the organization in 2010, she has advanced through progressively responsible roles, contributing over 15 years of service to Raleigh’s Finance department. The City has a long-standing history of excellence in financial reporting, receiving the GFOA’s Certificate of Achievement award annually since 1980 and earning the GFOA Triple Crown annually since 2023. 

Before entering the public sector, she worked as an external auditor with RSM McGladrey, focused primarily on non-for-profit audit engagements. She has maintained her North Carolina CPA license since 2006 and is an active member of the GFOA’s Governmental Debt Management Committee. She also serves on the membership committee for the North Carolina Government Finance Officers Association. 

She earned a Bachelor of Arts in Mathematics from the College of Wooster in Ohio and went on to complete her Master of Accounting at the University of North Carolina at Chapel Hill. She is also a 2018 graduate of the University of North Carolina School of Government Municipal and County Administration (MCA) program. She resides in Raleigh with her husband and two teenagers.
