Thomas Leung is the Finance Director for the Town of Los Altos Hills, where he oversees budgeting, treasury, accounting, and financial reporting. He brings nearly a decade of experience in local government finance, focused on long-term planning, operational efficiency, and the application of AI to improve financial workflows and decision-making.

Previously, he served as Budget Manager for the City of Cupertino. His work includes developing budget automation tools and financial dashboards that improved transparency and reduced administrative workload.
