Mr. Underwood is the Director of Personnel Services for the County of Maui, Hawai'i. With over 28 years of government HR experience, he has had extensive experience negotiating and administering various types of compensation plans.  He has also been directly involved in evaluating, implementing, and administering multiple on-premise and cloud-based HCM and payroll systems.  He is a graduate of San Diego State University.
