Cecil, a Los Angeles native, is one of the Regional Program Managers for the California Complete Count Census – 2020 office. Cecil has a career in public service that spans nearly 25 years. His positions have been primarily in the fields of Community and Economic Development with expertise in Community Relations, Housing, Land-use, Contracts and Grant Administration. His career began as a Project/Program Manager with County of Los Angeles, Community Development Commission managing Redevelopment Project Areas and Economic Development Incentive Zones. In 2001, Cecil was appointed to the City of Los Angeles Mayor’s Office of Economic Development on the Business Team as the Regional Manager for South Los Angeles. Cecil served in this capacity for two Mayoral administrations. In addition, Cecil worked in the City of Los Angeles, Department of City Planning on the Mobility Element which included multiple light rail projects. He also worked in Redevelopment, Housing & Economic Development for the City of Carson, California for over 10 years. Most recently, Cecil served as the Director of Housing and Grant programs for the City of Inglewood, California. Cecil earned a Bachelor of Arts in Political Science from Morehouse College, Master’s in Urban Planning & Development from the University of Southern California and attended Thunderbird School of Global Management in the Executive MBA Program. Cecil is a member of Faithful Central Bible Church, Omega Psi Phi Fraternity, Inc. and practices the Afro-Brazilian martial art, capoeira with Capoeira Brasil - Los Angeles.
