The Financial Reporting Analyst drives complete, accurate and quality external reporting. This includes applying a strong working knowledge of US GAAP and GASB pronouncements to all aspects of financial reporting including drafting financial statements and disclosures, performing financial analysis, and implementing new and emerging accounting standards. This position ensures financial information reported to external stakeholders (rating agencies, bondholders, customers, etc.) is accurate.
Job Responsibilities Prepare monthly and quarterly financial statements (statement of net position, statement of revenues, expenses and changes in net position, and statement of cash flows). Perform monthly and quarterly variance analyses and conduct investigations of errors and variances independently. Continuously improve financial statements and disclosures.
Coordinate and optimize collection process of information or develop reporting capabilities that ensure necessary information is obtained from across the company for use in developing high quality, complete and accurate disclosures.
Perform research and analysis to interpret and adopt new and emerging GASB pronouncements. Lead the implementation of policies and/or processes that ensure proper application of authoritative accounting guidance including GASB, FASB, FERC, US GAAP, BARS Manual, and other provisions as outlined by state law. Write memorandums or whitepapers that provide background on matter and clearly document the appropriate accounting treatment and conclusions drawn.
Complete periodic survey reporting and other filings as required by various governmental or statutory bodies (MSRB EMMA Disclosures, EIA-861, FERC, NWPPA, WPUDA, etc.). Respond to internal/external inquiries regarding financial data reported or filed.
Provide technical guidance to accounting operations personnel to ensure efficient and timely compliance with external reporting requirements.
Plan, develop and execute special projects that improve financial reporting capabilities at the District.
Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Complete all required trainings. Educational Requirements Bachelor’s degree (B.S., B.A.) in Accounting, or Business Administration with an accounting emphasis from a four-year college or university. 3-5 years of accounting experience including 2+ public accounting. Preferably experience in the utility industry and with GASB reporting requirements. CPA license desired.
Knowledge and Skills
Knowledge of – financial accounting/reporting, proper internal control techniques, and system analysis capabilities; GAAP, GASB and FERC accounting regulations; district bond covenants, contractual requirements, general business, economic and accounting theory.
Skills in – verbal and written communication, and ability to communicate with all levels of the organization; strong writing capabilities including the ability to clearly and accurately draft footnote and other public disclosures; understanding the business implications of financial reporting; Microsoft Office Suite; conceptual thinking ability, analytical and problem-solving skills to apply business, economic and accounting theory to a variety of situations, both actual and hypothetical; systems and related processes; analysis, exceptional organizational and time management skills, and ability to work autonomously is required;
Special Requirements A valid Washington State driver’s license is required. Strong work ethic and high degree of accuracy and integrity in work product.
Physical Requirements Majority of work is performed in a standard office setting, with some field work that may require operation of a vehicle.
