This position establishes and administers purchasing policies and procedures according to the NC purchasing laws and the Guilford County purchasing policies necessary for obtaining all goods and services required for the operation of Guilford County government. This position is responsible for managing and disposing of surplus personal property in accordance with governing laws and requirements.
Examples of Duties -Planning, developing and implementing modern and cost-effective purchasing procedures and practices. -Knowledge and understanding of NC purchasing laws and GC purchasing policies. -GC budget preparation and audit throughout the fiscal year. -Maintain and update, as necessary, the GC Administrative Purchasing Manual. -Manage, approve, compile bid specifications, addendum, agenda items for Board of County Commissioners, award letters, contract preparation, and numerous statistical reports and summaries. -Representative for Purchasing at Commissioners presessions and official board meetings when necessary. -Supervision, annual reviews, and delegation of job assignments, to entire Purchasing staff. -Maintain awareness of market trend, products, prices, sources and methods. -Strategic planning, preparation, implementation, audit and revisions. -Maintain good working relationships with suppliers based on fairness, integrity, courtesy and goodwill.
Minimum Education and Experience Graduation from an accredited four year college or university with a degree in Business Administration or related field, and six years experience in governmental procurement with two years in a supervisory and/or management capacity and a comprehensive knowledge of NC Public Purchasing Laws and Practices. Candidate will be subject to criminal background and credit checks.
