Desired Qualifications

The Deputy Director of Finance, Budget and Program Management is a member of the executive management team with primary responsibility for the organization's financial operations, reporting directly to the Deputy General Manager/CFO. In this capacity and in collaboration with the executive team, the Deputy Director plays a key role in planning, directing, coordinating, and managing the budget, financial reporting, accounting, contract review, asset management, revenue collection, payroll and accounts payable functions.

Accordingly, we are seeking a seasoned financial/budget professional with extensive experience collaborating cross-functionally at the managerial level for this critical position.


Under general direction, the Deputy Director of Finance, Budget & Program Management plans, directs, and manages several major units in the Office of the Deputy General Manager.

Distinguishing Characteristics

This is an At-Will Executive Management position and serves at the discretion of the General Manager. The incumbent provides executive-level oversight of the budgeting, financial reporting, accounting, asset management, debt administration, treasury, internal audit, revenue collection, payroll, accounts payable, and BART O&M program management functions of the Valley Transportation Authority (VTA).

Classification Bargaining Unit: Non-represented; At-will.

Employment Standards

Sufficient education and increasingly responsible administrative and supervisory experience in a large and diverse organization to demonstrate attainment of the knowledge, skills, and abilities necessary to perform the above duties.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in finance, accounting, business administration, or a closely related field and extensive increasingly responsible administrative experience in a management capacity in a complex fiscal, budgetary, and information systems environment.

A master's degree in public administration, business administration, or a related field is desirable. Attainment of experience in a large public transportation organization is preferred.
