GFOA Mourns the Loss of Frank Hoadley

Wisconsin’s former state capital finance director and longtime GFOA Debt Committee member and Chairman Frank Hoadley passed away last week while on a trip to Scotland with his wife Elizabeth. Frank was known across the Municipal Finance industry for leading efforts on several seminal GFOA best practices including Debt Management Policy, Primary Market Disclosure, and Understanding Your Continuing Disclosure Responsibilities. Frank also led key market, legislative, and regulatory advocacy efforts for the issuer community, especially during the 2008 Financial Crisis.

At the same time, Frank was unofficially and broadly recognized as a friend and mentor to many. He started a long-standing tradition of GFOA taking the lead on bringing the market together, taking the time to help, welcome and engage with all types of finance professionals. We deeply mourn his loss with Elizabeth and the entire Wisconsin community. And as we remember the immense contributions he made to GFOA and the municipal market, we are ever more committed to honoring his cause.
