Job Description

The Grants & Intergovernmental Section is accountable for over $2 billion of buildings, infrastructure and equipment as well as $2.7 billion in land and land rights and $654 million of construction in progress. In addition, the Section ensures that projects are accounted for correctly and for the reporting to the USACE of creditable costs for Federal cost-sharing projects. Lastly, the Section is responsible for ensuring that the statutorily required physical inventory of all of the District's tangible personal property is completed as well as administering the disposal of surplus District property.

The professional accountant being sought for this position serves as a key participant in analyzing both financial and non-financial information relating to complex asset transactions; posting the accounting entries for those transactions; reviewing capital asset information in the annual budget to ensure that expenditures are appropriately classified as operating or capital; tracing accounting data from its beginning to its conclusion in the ledgers for many new asset transactions; and processing journal entries relating to the acquisition and disposition of capital assets.

Additional key tasks performed by this position involve, but are not limited to, regular general ledger account reconciliations; analyzing and recording completed construction in progress; performing annual reviews of asset useful lives; reviewing new capital projects for appropriate coding and classification; monitoring open construction in process balances and working with Project Managers and Financial Analysts to ensure costs are appropriately recorded as capital or expense in conformance with generally accepted accounting principles.

Position may be filled at the Staff Accountant level.

Employment Guidelines:

  • Senior Accountant: Bachelor's Degree (Master's preferred) in Accounting, Finance, Business Administration or related field and 4+ years of experience in professional accounting including progressively responsible accounting or finance work preferably in a public sector or governmental entity.
  • Staff Accountant: Bachelor's Degree (Master's preferred) in Accounting, Finance, Business Administration or related field and 2+ years of experience in professional accounting including progressively responsible accounting or finance work preferably in a public sector or governmental entity.

Licenses

  • Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) is required.
  • Valid State of Florida Driver License.

Physical Requirement/Working Environment:

  • Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
