Job Description

Holding an Aa2 bond rating and multiple GFOA budget awards, the Finance Director will oversee an approximate annual budget of $224M with a $78M General Fund, an $81M Electric Fund, and a $24M Gas Fund. The Finance Director is responsible for accounting, payroll, cash management, investment portfolio management, and financial reporting. This position requires excellent written/verbal communication skills to effectively convey financial topics to staff, elected officials, and citizens. The position also oversees the financial aspects of capital improvement planning and budgeting, strategic planning, grant administration and performance management.

Other duties include but are not limited to preparing and presenting complex and detailed fiscal reports and organizing and directing the work of staff who supports all accounting, budgeting, financial reporting, payroll administration, purchasing, investment efforts, and property and risk management. Maintains full integrity of all revenues, ensuring organization policies and procedures, as well as state and federal laws and regulations are followed; oversees capital assets projects, ensuring goals are being met; compiles fiscal estimates and prepares fiscal reports and any other fiscal reporting requirements as appropriate; and ensures compliance with accounting procedures through observation, supervision, and testing. Analyze trends to reduce financial risks associated with making investment or spending decisions and monitor the performance of investments including creating reports and preparing and outlining complex models into simple terms that others can work with.

The successful candidate should hold a Bachelor’s Degree from an accredited college or university in Accounting, Finance, Public Administration, or directly related field and at least 10 years of progressively responsible accounting and fiscal administration experience, preferably in a local government setting. A Master’s Degree and/or Certified North Carolina Local Government Finance Officer designation or CPA is preferred.
