ABOUT THE CLIENT

The Castro Valley Sanitary District (CVSan) is a small public agency organized under the Health and Safety Code of the State of California. As a California Special District, CVSan has responsibility for the operation and maintenance of the sanitary sewer collection system within the unincorporated community of Castro Valley. The District also is in charge of the administration of a refuse collection franchise, the District's 25% interest in a wastewater treatment facility, implementation and administration of state and local mandated recycling programs, as well as District participation in sub-regional wastewater discharge and solid/hazardous waste management agencies.

Typical Qualifications

Education: Combination of education and experience equivalent to completion of an associate degree in accounting, finance, or business administration. A bachelor's degree in business administration with concentration in accounting or finance may be substituted for three (3) years of experience requirement.

Experience: Four (4) years of progressively responsible accounting experience or personal computer experience working with spreadsheets, databases and accounting applications in a windows-based environment is required, or two (2) years of work experience equivalent to a District Account Clerk II. Municipal financial record keeping experience is preferred.

Knowledge:

• Principles and practices of public agency finance, including investment, treasury, general and governmental accounting, economics, auditing, and reporting functions.

• Principles and practices of public agency budget development, administration, and accountability.

• Computer applications related to the work, including word processing, spreadsheet and data base applications.

• Applicable laws, codes, and regulations.

• Techniques for providing a high level of customer service to the public and CVSan staff, in person and over the telephone.

• Structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

Skill to:

• Plan, organize, and personally participate in a comprehensive public agency financial management program.

• Maintain accurate financial records and prepare clear and accurate reports for informational, auditing, and operational use.

• Develop and implement goals, objectives, work standards, and internal controls for the department.

• Interpret, apply, and explain complex laws, codes, regulations, and ordinances.

• Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.

• Speak in public and engage the audience.

• Use tact, initiative, prudence and independent judgment within general policy, procedural, and legal guidelines.

• Work in a team atmosphere and participate in a variety of CVSan-wide committees to enhance· the provision of all CVSan services.

• Establish and maintain effective working relationships with those contacted in the course of the work.

• Manage one's own time and that of others.

Appraisal Process – (Pass/Fail) After the closing deadlines, applications will be screened in relation to the criteria indicated in this announcement.

Minimum Qualification Assessment - (Pass/Fail) All completed applications and supplemental questionnaires will be reviewed and assessed for each applicant's ability to meet the minimum work experience, training, and education qualifications.

Online Skills Assessment – (Pass/Fail) An Online Skills Exam may be used to evaluate candidates’ knowledge, skills, and abilities for the position. The Online Skills Assessment exam is conducted via a video conference platform. The Online Skills Exam is tentatively scheduled for the week of February 26, 2024.

Remote Screen Interview – (100%) Candidates who pass the Minimum Qualification assessment may be invited to a Remote Screen Interview to evaluate training, experience, and other job-related qualifications for the position. Remote Screen Interviews are conducted via a video conference platform and tentatively scheduled for the week of February 26, 2024

Oral Interview Exam – (100%) Candidates who pass the Remote Screening assessment will be invited to an in-person oral Interview examination. The oral interview examination is tentatively scheduled for the week of March 4, 2024.

Hiring Interview - Successful candidates will be invited to participate in the hiring interview which is tentatively scheduled for the week of March 11, 2024.
