ABOUT THE ADMINISTRATIVE SERVICES DIVISION

The Administrative Services Division includes 21.5 FTE and provides support services for the other seven Public Works (PW) divisions. It serves as central administration for the Department, with functions that include payroll, budgeting, financial management, safety, training and development, contract administration, and customer service. Administrative Services also provides leadership, information, analysis, and support to the Department Director, management team, staff, citizens, and Board of Commissioners to assist them in making quality decisions about the Department and Lane County’s communities.

ADMINISTRATIVE SERVICES DIVISION MANAGER

This position manages, directs and coordinates the activities of the Administrative Services Division including supervisory authority over Supervising Senior PW Analysts, PW Analysts, the PW Payroll Team, and Administrative staff. Primary responsibility includes the development, implementation, and management of the Public Works budget to meet County and Department Strategic Goals and Objectives. This position provides financial analysis, planning, reporting and management advisory services for a budget of roughly $150 million, comprised of eight diverse divisions and nine major funds. It ensures compliance with Oregon Budget Law, Oregon Revised Statutes and Countywide guidelines. This position plans, organizes, and manages the budget and financial systems and the programs that support those systems for the department; performs highly complex and technical analyses, financial projections and forecasts; manages the department’s financial systems; and works with all divisions within the department, as well as the County Administrator, Board of County Commissioners, County Budget and Planning, Central Finance and other departments. Finally, it oversees department and division budget presentations to the County Administrator and Budget Committee.

Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m.

QUALIFICATIONS:

Bachelor's Degree and five years of progressively responsible experience related to area assigned, including supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements (positions in this class may require):
