Job Description

Located in California’s Central Valley four miles south of the Sacramento city limits in the southern portion of Sacramento County, the Cosumnes Community Services District (District) is a sophisticated, progressive special district that provides fire, emergency medical, and park and recreation services to an estimated 205,000 persons. With a 157 square-mile service area that includes the cities of Elk Grove and Galt, and the unincorporated area of south Sacramento County, it is the largest community services district in California. The 2022/23 FY budget of $154 million supports 318 full-time and over 500 part-time staff in four departments: Administrative Services, Facility and Development, Fire, and Parks and Recreation, as well as the Office of the General Manager.

A member of the District’s Strategic Management Team (SMT), the Administrator of General Services leads the Administrative Services Department (ASD), which supports the General Manager and all other Departments. The ASD currently includes two divisions: (i) Finance, and (ii) Business & Public Affairs. The SMT is comprised f the heads of the four departments, the General Manager, and the District Counsel. The Administrator embraces the support function as their highest professional mission and derives satisfaction from providing internal service as a strategic business partner to all departments and to the General Manager.

A bachelor’s degree in business administration or a closely related field and 10 years or more of government senior management experience that included significant participation in budgetary development/administration, policy/procedure development/implementation, and personnel management, are required. Ideally, such experience should have been gained in a department head, deputy city/general manager, assistant city/general manager, or higher role. Local government agency experience, such as at a special district, town, city, county, or other agency, and/or certification as a California Municipal Treasurer or a CPA designation are all desirable. A master’s degree in an applicable field is highly desirable, but not required. District may consider equivalent combination of training and experience.

The hiring range for this position is $208,812 to $243,540 DOQE. In addition, the following benefits are provided: medical, dental, vision, life, and long-term disability insurances; retirement through CalPERS, plus voluntary deferred compensation with matching funds from District; administrative, vacation, sick, and holiday leave; automobile and technology allowances; and flexible work schedule with some telework possible. Relocation assistance, if needed, subject to negotiation.
