About this Opportunity:

Provides operational direction, oversight, and strategic guidance to the Accounts Payable, Purchasing Services, Treasury, and Payroll divisions of Finance.

Essential Job Duties:

  • Manages and coordinates the operations of accounts payable, accounts receivable, purchasing, treasury, and payroll.
  • Leads the development and monitoring of operational and system processes.
  • Ensures project, reporting, and processing deadlines are met through effective planning and proactive monitoring of deliverables and schedules.
  • Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
  • Oversees the financial system and payroll system implementation, including creating requests for proposals, evaluating proposals, developing the implementation timeline, and implementing the financial and payroll system.
  • Ensures integrity of system software and financial data. Designs and implements internal controls that detect and prevent errors.
  • Oversees the City’s debt program including coordination of annual bond issuances, budgeting and accounting for debt.
  • Manages the financial resources of the City by meeting obligations and achieving the goals of safety, liquidity and reasonable return.
  • Provides guidance in the use of Tax Increment Financing to fund Urban Renewal projects and adheres to rules and regulations in the authorization of funding, maintenance of cash flows, certification of debt and preparation of required financial reporting.
  • Oversees development of the overall strategic purchasing plan and citywide purchasing polices and procedures.
  • Reviews and authorizes financial transactions while adhering to City policies, the City’s municipal code, the State of Iowa code, and all other laws and regulations.
  • Creates and implements management reports.
  • Performs related work as required.

Required Education and Experience:

  • Bachelor’s degree from an accredited college or university in Finance, Business, Accounting, or a related field and
  • Five (5) to seven (7) years of experience leading two or more of the functions of financial operations in a large organization or
  • An equivalent combination of education and/or experience
  • Excellent written, verbal, and interpersonal communication skills
  • Proficiency with Microsoft Office
  • Ability to work collaboratively with a diverse population

Required Licenses or Certifications:

  • None

Desired Qualifications:

  • Public sector finance experience in investment management, debt/bond issuance.
  • Strong people management and organizational skills.
