To perform professional accounting, analysis, and maintenance of budget, revenues, expenditures, assets, liabilities, fund equities, and other financial records; to conduct audits and perform special projects; to assist in budget preparation and revenue estimates; to plan, analyze, and recommend changes in accounting and auditing systems; and to do related work as required projects.
Current vacancy is within the Comptroller Division of the Finance Department. This position will perform professional accounting duties that require application analysis and interpretation of accepted accounting principles and practices as it pertains to the City’s payroll functions.
Two years of professional accounting, preferably with a governmental agency (lead accountant experience is desirable) and training equivalent to a bachelor’s degree from an accredited college with major course work in accounting, finance, or a related field.
Coordinate and perform payroll accounting operational functions; recommend and implement new or revised payroll accounting systems, procedures, and records; and participate in developing computer programs for payroll accounting analyses; prepare bi-weekly payroll warrants, payroll registers and reports; process recurring and as needed wire requests; prepare tax return and other reporting documentation related to payroll matters; and compile routine reports related to payroll activity; serve as the payroll/timekeeping liaison with department timekeepers, employees and management; prepare handbooks and manuals related to payroll procedures and conduct training related to payroll processing; prepare detailed payroll accounting, statistical and narrative financial statements and reports requiring analysis and interpretation of source data; administer designated accounts and programs; perform account reconciliations and related work sheets; provide professional level staff support related to the analysis of association proposals and costing of associate economic items, employee related litigation, reductions in force, department reorganizations, wage garnishment judgments, and confidential medical information; conduct and/or coordinate internal and external audits of payroll records; examine, analyze, and verify documents to ensure adherence to established internal controls and accepted professional standards; assist with required valuations, audits, reviews, and public records requests including but not limited to data collection and compilation; respond to inquiries from City employees, requiring a knowledge of City payroll processes and applicable State and federal laws; interpret and apply City policies, Memoranda of Understanding, and other documents related to salary and benefits.
