Job Description

The Department of Community Planning, Housing and Development (CPHD) is seeking a seasoned and dynamic Budget & Finance Manager to lead its financial operations. Reporting directly to the Department Director, this role oversees a team responsible for budgeting, financial reporting, procurement, accounting, audits, compliance, and strategic financial planning. The Manager will play a key role in advancing equitable and outcome-based budgeting practices.

RESPONSIBILITIES

  • Serve on CPHD’s Leadership team to support the Department Director in establishing and implementing CPHD’s vision, mission, and values and strategic priorities across the Department.
  • Lead cross-cutting departmental financial initiatives, providing project coordination, and team building to develop comprehensive and inclusive solutions to complex budgetary and financial issues.
  • Apply project and change-management experience to identify and implement policy and system enhancements that are consistent with best practices for fund management as well as with local, state, and federal laws and regulations.
  • Gather input from divisions for revenue estimates, budget reduction proposals, and budget requests; analyzing economic trends, program needs, and political dynamics to develop budget recommendations aligned with CPHD’s mission and County priorities.
  • Lead the annual budget and CIP planning process for the Department to include developing the Department’s budget and CIP narrative.
  • Oversee monthly, quarterly, and year-end financial reporting. monitoring expenditures, revenues, P.O.s, and reimbursements throughout the fiscal year; lead audit preparation and response efforts; identify and mitigate financial risks across all funding sources.
  • Oversee purchasing and accounting functions across CPHD; ensure year-end journal entries and any adjustments are timely and accurate; ensure that all fund balances are accurate at year-end; and
  • Represent CPHD in various County-wide and state initiatives, committees, and taskforces. and represent CPHD in interdepartmental finance and purchasing groups.

QUALIFICATIONS

  • Bachelor's degree in Business, Public Administration, Accounting, Finance, or a related field; and
  • Significant and progressively responsible professional experience, which includes finance, planning and administration of publicly funded programs or related work that includes budgeting, accounting and procurement.

Substitution: Additional qualifying experience can be substituted for the educational requirement.

DESIRABLES:

Preference may be given to candidates with a Master’s degree or experience in one or more of the following:

  • Supervising or overseeing the finance work of others.
  • Implementing financial principles in an organization, including managing budgeting, finance and purchasing in the public sector.
  • Leading finance and regulatory solutions with prior experience in either an enterprise fund or a revolving loan fund;
  • Collaborating with diverse stakeholders across all organizational levels; and
  • Record of significant innovative accomplishments in a complex organization and/or developing and managing policy-driven projects from conception through implementation.
