Summary Statement

The Department of Finance and Administration (DFA) oversees the City of Boise's budgetary and administrative services and plays a vital role in every financial transaction, from buying and selling investments to external financial reporting to the community. We're expanding our team and hiring for two openings within the Budget Office.

We're looking for a talented Budget Analyst or Budget Analyst Senior to join our collaborative, citizen-focused team of actively engaged professionals in making Boise a city for everyone. If you enjoy critical thinking, analyze information, prioritize tasks, take the initiative and complexity of problem-solving, we need you to help navigate the requirements, policies, and regulations that govern various processes that assist with determining funding decisions.

Budget Analyst

  • The pay range for the Budget Analyst is $55,000 - $65,000, depending on skills and qualifications.

Budget Analyst Senior

  • The pay range for the Budget Analyst Senior is $65,000 - $75,000, depending on skills and qualifications.

Essential Functions

Budget Analyst:

  • Completes Budget Office work in areas such as cost and revenue studies, property tax, budget allocations, Capital improvement planning, Development Impact Fees, priority based budgeting, automation efforts and systems implementation, process improvements, and performance analysis. Compiles statistical and analytical data into reports for decision and policy makers. Monitors revenue and expenditure patterns to help inform future decision. Creates and maintains financial models and tools for forecasting, cost planning, and other financial projects. Acts as a financial resource to internal customers. (60%)
  • Assists with development of budget products. Responsible for the annual budget document, quarterly reports, economic briefs, end of year report, City Council memoranda and interim budget changes. Gathers data from internal sources and various outside agencies and entities. Uses technical tools to organize report and present data in a clear, concise manner. (30%)
  • Assists in all areas of development impact fee administration, calculation of daily assessments, quarterly and annual reports, and preparation of information for the Development Impact Fee Advisory Committee. (10%)

Budget Analyst Senior:

  • Conducts special projects in areas such as cost and revenue studies, property tax, CIP, development Impact fees, priority based budgeting, and performance analysis. Compiles statistical and analytical data into reports for decision and policy makers. Creates and maintains financial models and tools for forecasting, cost planning, and other financial projects. Acts as a financial resource to internal customers. May require significant coordination, facilitation, communication, and teamwork to achieve varying objectives as required in each situation. (50%)
  • Develops quarterly Budget Updates, which are presented to the City's executive management team and distributed to City Council and made available to Boise citizens. Gathers data from various outside agencies and entities. Uses technical tools to organize report data, including key economic indicators for the city, region, state and nation. (25%)
  • Conducts operational reviews and financial impact analysis of City departmental issues, and capital projects, makes recommendations to department and City leaders. Provides advice and technical assistance with cost analysis, fiscal allocation, and budget preparation. (15%)
  • Develops and presents budget data to the Executive Management Team and the Mayor and City Council. Develops and maintains the City's long-range financial operating and CIP management models. (10%)

  • Budget Analyst - Must have a Bachelor's Degree in Finance, Economics, Accounting, or related field and three years of experience in a financial field, emphasizing budget and financial analysis.
  • Budget Analyst Senior - Must have a Bachelor's Degree in Finance, Economics, Accounting, or related field. Five years of experience performing complex financial planning functions, including financial and econometric modeling.
