Job Description

Summary of Duties

Leads Budget creation process; assists department heads in creation of annual budget; assists departments with grant documentation, voucher/invoice coding and report submission; reviews vouchers and assists in processing accounts payable batches and check runs; prepares, reviews and posts general journal entries; assists with external audits.

Essential Duties and Responsibilities

  • Works with the Finance Manager to develop and manage the County’s budget, monitor expenditures, and maintain working budget models.
  • Performs budget-to-actual reporting, reviews spending vouchers, and documents all supplemental budget appropriation requests.
  • Serves as a budget resource to department staff and provides guidance/technical assistance.
  • Assists in developing and documenting processes, procedures and instructions concerning budget functions.
  • Assists with external audits in expense classification, preparing adjusting entries, and responding to questions.
  • Assist with A/P voucher entry into County software.
  • Assist with reviewing A/P vouchers prior to payment as necessary.
  • Process A/P check runs as necessary.
  • Review monthly variance reports for reasonableness and sent to Department Heads, County Manager and Board of County Commissioners (BOCC).
  • Monitor ongoing grant funded projects to ensure regular reports are complete and accurate.
  • Monitor expenditures to ensure funding is utilized consistent with specified allowable use and grant policies outlined in grant agreements.
  • Assist with data entry and coding of eligible grant expenditures.

Education, Experience, and Qualifications

  • Bachelor’s Degree from an accredited university or college, with a preference for a degree in Accounting, Business Management, or a related field.
  • At least 3 years’ experience related to budget management and regulatory compliance monitoring and oversight in a governmental environment.
  • Knowledge and experience with the administration of grants is preferred.
  • Three years of progressive professional experience related to fund accounting, federal grants management, and regulatory compliance monitoring and oversight.
  • Must have analytical and decision-making skills, and ability to communicate clearly
  • Strong attention to detail and ability to manage multiple priorities.
  • Ability to document, suggest improvement to, and communicate processes.
  • Must be able to pass a criminal background check.

Job Description

Budget/Finance Specialist

In this position, you will serve as a Budget and Finance Specialist, performing work that will serve as the lead for the Budget process and monitoring budget performance and expense classification, training personnel on our budget software (OpenGov), involves managing and assisting with grants programs, including submitting invoices and reports, and providing related assistance and cross-trained coverage with other services for the County.

This position:

  • Reports to the Finance Manager
  • Does not directly supervise staff

Basic Qualifications:

  • Bachelor’s Degree from an accredited university or college, with a preference for a degree in Accounting, Business Management, or a related field.
  • At least 3 years’ experience related to budget management and regulatory compliance monitoring and oversight in a governmental environment.
  • Knowledge and experience with the administration of grants is preferred.
  • Experience aggregating, analyzing, charting, graphing and reporting on and presenting data gathered from multiple sources.
  • Strong organizational, administrative and project coordination skills, and the ability to effectively manage multiple priorities.
  • Strong interpersonal skills, with the proven ability to collaborate and build relationships with staff, remote colleagues, supervisors, and others.
  • Three years of progressive professional experience related to the task activities including fund accounting, federal discretionary grants management, non-profit or for-profit financial management, and regulatory compliance monitoring and oversight.
  • Demonstrated ability to communicate clearly, both orally and in writing, and produce high quality written products such as memoranda, presentations, and correspondence.
  • Demonstrated experience and expertise in summarizing and communicating technical grant information and complex data analysis and reporting.
  • Intermediate to advanced spreadsheet skills (pivot tables, V/H LOOKUPS, conditional formatting, nested formulas, etc.).
  • Ability to document, in detail, existing processes and assist in modifying for improved efficiency and internal controls.
  • Must be able to pass a criminal background check.
