The City of Grand Junction is searching for a highly skilled Chief Financial Officer (CFO) to drive the City’s long-term financial strategy and oversee the Finance, IT, and General Services departments. This executive leader will play a pivotal role in shaping the City's financial future, ensuring fiscal sustainability, and optimizing resources to support growth and innovation. With a high-level strategic focus, the CFO will direct the financial planning, budgeting, accounting, treasury management, and internal controls. This position serves as the primary financial advisor to the City Manager and City Council, delivering strategic financial guidance and analysis to support effective decision-making.

The CFO will mentor, lead, and empower Finance, IT, and General Services leaders, fostering collaboration across the organization to enhance operational efficiency and financial resilience. This position requires a dynamic and forward-thinking leader who can align financial strategy with the City’s broader goals, drive innovation in financial management, and build strong partnerships within and beyond the organization. This position reports to the City Manager.

The ideal candidate is a visionary leader with significant municipal finance experience and a track record of innovation and collaboration.

ABOUT THE DEPARTMENTS YOU'LL OVERSEE:

Finance Department:

The City of Grand Junction Finance Department includes the operations of Finance Administration, Budget, Accounting, Financial Reporting, Grants Administration, Tax Administration, and Municipal Court. The Finance Department provides a wide range of services that help ensure City resources are managed with integrity and accountability in alignment with the City’s strategic plan.

The City of Grand Junction is a $300+ million organization, and the Finance Department is comprised of highly trained professionals who manage the organizations' financial functions and strategically partners with the City’s Departments to serve the community. The department has consistently received GFOA awards for Excellence in Financial Reporting and the Distinguished Budget Presentation Award.

The Information Technology Department:

The Information Technology Department manages the City's various hardware and software systems, networks, and GIS services. They are a dynamic team that takes a proactive approach to our work and strives to provide speedy response times, collaborative partnerships, continuous improvement, and exemplary service.

The General Services Department:

The General Services Department was established in 2018 to provide high-quality internal support services that enable City departments to serve the community efficiently and cost-effectively. The department oversees a diverse range of functions, including fleet maintenance and acquisition, facilities maintenance, procurement, warehousing, project management, streets maintenance, storm system maintenance, right-of-way weed abatement, and enterprise operations such as Parking, Golf Course Operations, and Solid Waste and Recycling. WHAT YOU'LL DO:

  • Provide executive oversight of the Finance, IT, and General Services departments.
  • Strategically manage all financial activities of the City, including budgeting, accounting, financial reporting, cash flow management, debt service, investments, internal audits, and financial planning.
  • Lead the development and execution of the City's long-range financial plans, annual budget, and revenue projections.
  • Coordinate with the City Manager to align departmental strategies with organizational priorities.
  • Oversee assigned departments and functions, ensuring effective service delivery and operational efficiency.
  • Select, train, motivate, and evaluate personnel within assigned departments.
  • Establish and maintain strong internal controls in alignment with generally accepted accounting principles (GAAP) and governmental accounting standards.
  • Evaluate, develop, and implement financial systems and software applications to improve financial management, reporting, and data accuracy.
  • Serve as the primary financial advisor to the City Manager and City Council.
  • Develop and implement projection methods for the City's primary revenue sources.
  • Perform other duties as assigned.

what we're looking for:

  • Ten years of increasingly responsible governmental finance, accounting, budgeting, or related field, including five (5) years of management responsibility.
  • Equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting, finance, business or public administration or a related field.
  • Possession of, or ability to obtain a valid Colorado Driver’s license.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
