Job Description


Reporting to the Chief Financial Officer, this position is responsible for the City’s accounting, payroll, budget and financial reporting processes. It also includes oversight of franchise fee and miscellaneous revenue collection and purchasing activities. As an important member of the City-wide leadership team, the winning candidate must be a proven visionary, able to think strategically and exercise considerable initiative in directing and overseeing the financial operations.

Job Duties may include but are not limited to:

  • Provides direct daily supervision and support to the Accounting, Payroll and/or Finance staff.
  • Provides director level support for the Purchasing and General Services accounting unit.
  • Oversees the development of the annual operating and capital budgets in accordance with established procedure and departmental operating requirements, including estimation of revenues, expenditures/expenses and all related budgetary legal compliance.
  • Puts in place and monitors the effectiveness of the city’s system of internal controls.
  • Acts as the primary coordinator and day to day liaison for the external auditors during the annual audit
  • Oversee the timely (120 day after year-end target) completion of the Annual Comprehensive Financial Report in accordance with Generally Accepted Accounting Principles (GAAP) and the Popular Annual Financial Report (PAFR).
  • Ensures overall payroll, escheat and other financial related compliance issues.
  • Working with the internal auditor and the grant committee ensures city adherence to grant requirements and a smooth single audit process.
  • Prepares various annual, quarterly, periodic and monthly financial reports.
  • Prepares annual utility rate analysis.
  • Provides complex financial analysis to Executive management and City Council on various issues.
  • Review the effectiveness of current financial and accounting systems.
  • Acts as department champion for IT related projects and upgrades.
  • Perform other related duties including special projects as required and assigned.

Minimum Qualifications

The ideal candidate will have senior-level accounting, budgeting and/or finance experience including supervision of staff. Experience with state and local governments is preferred, but a private sector background could also be utilized. The ideal candidate will possess at least eight years of progressively responsible experience in professional accounting, finance or analysis with three years at a high level. A Bachelor’s or Master’s degree in accounting, finance, public administration or a related field is required and a CPA, CGFM or CGF0 designation is preferred.
