Controller/Finance Manager
ESSENTIAL FUNCTIONS
- Interacts successfully and works effectively while displaying professionalism, a cooperative attitude, open
communication, and respect with all levels within the organization, outside agencies, consultants, customers,
and the general public. - Provides leadership for general accounting, payroll, and auditing functions, giving both technical and
administrative guidance. - Reviews and approves accounts payable, payroll, journal entries, work orders, miscellaneous account
receivable, and other financial payments and processes. - Monitors daily cash balances and reconciliations. Ensures proper accounting of investments and segregation of
restricted funds. - Monitors revenues and expenditures to ensure sound fiscal control, responsibility, and cost consciousness.
- Prepares monthly financial statements and reports, including board reports.
- Prepares annual budget for management and Board’s approval. Monitors and reports the tracking of actual
expenditures against budget expectations. - Responsible for the review and/or preparation of all state and federal financial reports and surveys.
- Manages all compliance aspects of outstanding bond issues and related agreements, including covenants,
reserve requirements, arbitrage testing, and annual continuing disclosure requirements. - Acts as primary liaison with external auditors regarding financial and accountability audits.
- Acts as administrator for employee benefits, including, but not limited to: VEBA, 457 and 401(a) Plans, PERS,
and healthcare benefits. - Conducts various analytical studies related to financial management of the District.
*NOTE: All Clatskanie PUD employees are expected to work varying amounts of unscheduled overtime during power restoration activities or scheduled overtime required to accomplish special projects.
MINIMUM QUALIFICATIONS
Sufficient education, training, and/or related work experience to possess the required knowledge, skills, and
abilities, which would typically be acquired through the following;
- Completion of a Bachelor’s Degree in Accounting, Finance, or other similar/acceptable related field.
- A minimum of five (5) years related experience in accounting, payroll, accounts receivable/payable (utility
experience is preferred). - Proficiency in the use of computers and spreadsheets, including the use of Microsoft Office applications.
- Proficiency in accounting standards related to utilities, i.e., GAAP, GASB and FERC.
- CPA required
- Punctuality and regular attendance in the office is required.
- Ability to present and hold a high level of professionalism and confidentiality.
- Must be able to communicate effectively both orally and in writing; comprehend and use English effectively
including producing all forms of communications in a clear, concise, and understandable manner to
intended audiences. - Have directly related knowledge of federal and state employment laws, an understanding of benefits and leave
laws, experience with compensation administration, a strong background in management and leadership.
For Finance Manager: - A minimum of ten (10) years related experience in accounting, payroll, accounts receivable/payable (utility
experience is preferred). - Develops and administers the District’s capital financing and debt management programs including bond
sales and other loans. - Directs the Finance Department to assure timely and accurate financial reports and presents them to the
Board of Directors. - Oversees and directs the preparation and monitoring of the District’s annual and quarterly budget
processes.
