The City of Pacifica seeks a Deputy Finance Director to join our team under administrative direction of the Chief Financial Sustainability Officer or other executive level position as assigned by the City Manager. The Chief Financial Sustainability Officer will provide leadership and independently participate in planning, directing, organizing, and coordinating the Finance Department’s operation, manages the finance team including all Accounting operations and Payroll and provides highly responsible technical and professional staff support.

The position is expected to independently perform a wide range of financial operations including treasury disbursements, accounts receivable, accounts payable, fiscal year-end and audit, makes recommendations on the City’s investment policies, short and long range and expenditure projections; and performs related duties as required.

This is a management classification and is distinguished from the Accounting series as it has the primary responsibility of this classification to manage a variety of functions and staff relating to accounting and financial planning and management, investment policies, debt management and supervising personnel, technical and clerical personnel.

The Position

The Deputy Finance Director position is a full-time classification appointed by Chief Financial Sustainability Officer. The Financial Services Manager is an exempt classification and falls under the Unrepresented Management Unit who will provide a wide variety of assistance in support of the Finance Department. The ideal candidate will have a knowledge and skills to exercise:

  • Generally Accepted Accounting Principles (GAAP) and Basic Principles of Accounting as applied to Governmental Accounting Standards (GASB)
  • Budget preparation and administration
  • Grant and fund accounting
  • Auditing, financial reporting and analysis

· Basic billing, and collection procedures

· Investment and cash flow management

  • Applicable federal, state, and local laws, codes, and regulations
  • Modern office practices, methods, and equipment, including a computer and applicable software
  • Record keeping and report preparation and effective writing

· Principles of supervision, training, and performance evaluation

Specific upcoming projects include implementation of a new financial software, redesigning the City’s annual budget process and document, developing the cost allocation plan and conducting the user fee and development impact fee study, audit and implementation of the purchasing policy and other strategic initiatives and goals. This position supervises, sets and evaluates performance standards, and provides work direction for Division staff and makes necessary staffing recommendations; including professional growth and development goals; submits hiring and other personnel action recommendations for Division staff. Responsible for drafting staff agenda reports and may make presentations to City Council, Commissions, and other groups of a financial nature relating to the City’s budget and financial forecast. May negotiate agreements for the Division with other public and private companies. May be assigned to supervise ancillary functions as needed.

QUALIFICATIONS:

Education/Experience:

A Bachelor’s degree from an accredited four-year college or university with a major in Accounting, Business or Public Administration, and an emphasis in Accounting or Finance. A master’s degree in business or related field or Certified Public Accountant certification is highly desirable.

Five years of progressively responsible work experience at a professional accounting level, including three (3) years supervisory responsibilities in accounting or finance administration, preferably in a public agency or government accounting firm.

Licenses:

Must possess a valid California Class C driver’s license and have a satisfactory driving record at the time of appointment to the position.

Knowledge of:

  • Generally Accepted Accounting Principles (GAAP) and Basic Principles of Accounting as applied to Governmental Accounting Standards (GASB).
  • Principles, methods, and practices of administration, personnel management, governmental accounting, municipal and governmental budgeting, auditing, grant-accounting, purchasing, treasury management, and revenue administration.
  • Government investment policy, investment strategies, interest bearing instruments, and cash flow forecasting.
    Laws, statues, ordinances, regulations, and requirements affecting municipal finance administration and investment of public funds, methods and techniques for record keeping.
  • Statistical analyses, technical report preparation, presentation methods and techniques, contract administration and negotiation methods and procedures as applied to assigned work.
  • Principles and practices of leadership, motivation, team building and conflict resolution.
  • Modern office practices, methods and equipment, including a computer-based accounting systems and applicable software.
  • Quantitative and management analysis techniques to determine fiscal impacts.

Skill in:

  • Analyze and solve problems, prepare a variety of financial statements, reports, and analyses. Analyze, balance, and reconcile financial data, ledgers, and accounts.
  • Operate contemporary office equipment, including computer systems and associated software applications, including financial and accounting programs.
  • Planning, organizing, and directing work of the Finance Division and managing complex projects.
  • Supervising, training, and evaluating assigned staff, ensuring work is performed effectively
  • Communicating effectively in English both orally and in writing, making presentations, and preparing written reports.
  • Interacting effectively with City staff, elected officials, and representatives of various public and private agencies.
  • Establishing and maintaining effective working relationships with others.
  • Understanding, interpreting, and applying Federal and State law, local regulations and complex guidelines and procedures.

Ability to:

  • Perform mathematical calculations quickly and accurately, read, interpret, and record data accurately, organize, prioritize, and follow‐up on work assignments.
  • Make sound decisions within established guidelines. Interpret, explain, and apply applicable laws, codes, and regulations.

Physical Demands:

  • Work generally involves a high degree of concentration, especially in the consideration of technical and personnel problems and the origination of programs to increase departmental efficiency and improvement of services.
  • Ability to sit for long periods of time, stoop, kneel, crouch, reach, finger, grasp, write, and perform repetitive motions. Exerts up to 20 pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects with the human body. Hearing and speaking ability sufficient to carry on a conversation with another individual (or groups of individuals) in person and over the telephone.
  • Visual ability sufficient to read and produce printed material and information displayed on a computer screen.

SALARY AND HOURS:

Financial Services Manager: $11,980 - $14,346 per month.

A 2.0% raise is scheduled for first full pay period in July 2022.

This is a full-time, exempt, at-will, 40 hours per week position working Mondays, Tuesdays, Thursdays 8:00 AM to 5:00 PM, Wednesday 8:00 AM to 7:30 PM, and Fridays 8:00 AM to 1:30 PM.

BENEFITS:

This position is included in the Unrepresented Management and Confidential Employee Group.

Health benefits are offered through the CalPERS Health Program. The City will contribute toward the cost of health benefits to cover a majority of the premium, based on coverage level.

The City offers vision through VSP; dental through Delta Dental, typically covering 100% paid premiums of dental expenses and $2,000 lifetime orthodontic maximum for employee and dependents.

City provides paid long-term disability and life insurance coverage through Voya Financial, and an Employee Assistance Program through MHN.

Retirement benefits are provided through CalPERS: 2.5%@55 for “Classic” members, 2%@62 for “New” members.

Voluntary participation in a Deferred Compensation 457K plan is available in addition to flexible spending accounts for health reimbursement and childcare/eldercare reimbursement.

LEAVE:

Vacation: 15 days annually

Sick: 12 days accrued annually

Holidays: 11 paid holidays and 2 floating holidays

Administrative Leave: 60 hours per fiscal year (no cash value)

SELECTION PROCESS:

Applications will be screened and those meeting the minimum qualifications will be invited for the oral panel interview examination. Candidates must receive a score of 70% or higher on the oral interview exam to be placed on the initial eligibility list.

A limited number of candidates from the eligibility list will be invited for an interview with the Chief Financial Sustainability Officer. Depending upon the number of candidates, this process may be altered. The Chief Financial Sustainability Officer will make the final recommendation for appointment.

After a mutual interest has been established, the final candidate must pass a fingerprint check, credit background submitted to the Department of Justice and a thorough background investigation.
