Job Description

Cheltenham Township, a Aa2-rated municipality located adjacent to Philadelphia, is seeking a Director of Fiscal Affairs/Finance to join a new and dynamic team in facilitating many exciting changes in the Township.

This position reports directly to the Township Manager and is primarily focused on overseeing the day-to-day operations of the Fiscal Affairs Department and the financial strategy and long-term planning aspects of the Township. The Director of Fiscal Affairs/Finance will establish, implement, and maintain alignment across all operations to ensure the long-term growth, sustainability, and stability of the Township.

Cheltenham Township has a General Fund budget of roughly $40 million and a total budget, combining governmental and enterprise funds, of roughly $60 million. The Township has about 200 full-time employees, most of which are covered by one of three collective bargaining agreements.

The ideal candidate’s background will include experience with strategic planning, cross-departmental collaboration, applying best business management practices, and motivating staff as an inspirational leader. A bachelor’s degree in business administration, public administration, finance, or related field is required along with 10 years of relevant experience including 5 years of supervisory experience. It is strongly preferred that the candidate has experience with local government finance and management; a master’s degree in a related field and certification as a CPFO or CPA are also preferred.

The new Director of Fiscal Affairs/Finance should be ready to hit the ground running to help modernize the Department. The Township will be transitioning to a new enterprise-wide financial software program in 2024, integrating new payroll and time tracking software, updating its chart of accounts, developing a financing plan for the full renovation/reconstruction of Township facilities, evaluating and improving procurement procedures, and will have the opportunity to hire new staff to help shape the future of this department, among other action items.

The starting salary range for this position is $130,000 to $150,000, negotiable for the right candidate.
