DESCRIPTION

This position is Unclassified and serves at the will of the Appointing Authority.

The City of Richmond's Department of Finance is seeking a Director of Revenue Administration who will be responsible for administering the roles of the Commissioner of the Revenue and the Treasurer pertaining to local taxes, providing tax-related services, protecting the confidentiality of tax-payer information, and resolving problems and answering questions on local tax matters. The incumbent in this role is responsible for ensuring compliance with the City’s and Virginia Code of Ordinances for assessment and collection requirements. This position will have the opportunity to develop new and revise existing policies, processes, and procedures to create a modern data and technology driven organization.

WHAT YOU SHOULD BRING

The ideal candidate has experience successfully managing teams of financial professionals tasked with public facing customer interactions dealing with complex tax issues. Additional duties include:

  • Plans, directs, and coordinates all activities of the City of Richmond’s Revenue Division.
  • Oversees assessments of various taxes and preparation of related monthly reports.
  • Develop or improve taxation processes and ensure taxes are administered in a fair and equitable manner.
  • Oversees the preparation and auditing of personal property taxes, local business taxes, local tax relief and exemption programs, real estate tax, and issuance of City licenses.
  • Plans and coordinates the activities of field representatives in contacting and bringing delinquent taxpayers into compliance.
  • Assists the general public with difficult or unusual problems which involve a careful analysis of the case and a full explanation of all requirements.
  • Comprehensive knowledge of State law and City Code governing personal property taxes, local business taxes, and local tax relief and exemption programs.
  • Ability to manage complex financial business processes and effectively lead large teams.
  • Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.
  • Manages, monitors and directs the work performance of a department. Evaluates program/work objectives and effectiveness, establishes organizational goals and realigns work and staffing assignments in one or more departments.
  • Ability to communicate clearly, courteously, and effectively, both orally and in writing.

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive (10 years or more) knowledge of principles, methods and practices of public administration, municipal finance, and budgeting; applicable laws, ordinances, regulations, and policies governing the finance management of a government agency.
  • Ability to analyze complex problems, identify, and implement solutions.
  • Thorough knowledge of evaluating, designing, and implementing efficient business process.
  • Thorough knowledge of internal controls.

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in finance, accounting, or related field
  • Ten years of progressively responsible related experience that includes significant management and supervisory experience.
  • A Master's Degree in finance, accounting, or related field preferred
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

PREFERRED QUALIFICATIONS AND TRAINING:

  • JD, MPA, Advanced degree in Finance, Accounting, or related field
  • At least three (3) years of progressively responsible experience in local government.
  • At least six (6) years of management experience

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Ability to obtain Master Governmental Treasurer and Master Commissioner designation within 2 years of employment.

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly finger, talk, hear, see, and perform repetitive motions; frequently reach, stand, walk, and grasp; and occasionally climb, balance, stoop, kneel, crouch, crawl, push, pull, feel, and lift. The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
