Within broad parameters defined by the City Manager and in accordance with general organizational requirements and accepted practices, develops and recommends financial strategies and fiscal policies for the City. Plans, directs, and manages the activities of the department, including its accounting, purchasing, revenue collection and risk management functions. Maintains fiscal responsibility for budget execution and accountability. Ensures compliance with local, state and federal policies, procedures, and regulations pertaining to fiscal management and investment planning. Performs and/or supervises complex professional, supervisorial, administrative, and technical accounting and finance functions necessary to maintain the accounting and financial records and systems of the City. Represents the department to other City departments, elected officials and outside agencies, coordinating department activities with those of other departments and outside agencies and organizations. Provides staff assistance to the City Manager. Participates on a variety of boards, commissions, and committees as needed. Prepares and presents staff reports and other necessary correspondence. Manages outside vendors/contractors/providers of financial services.
