The City of Olympia’s Office of Strategic Initiatives is seeking an exceptional professional to join our Information Services Team as an Enterprise Application Administrator, reporting directly to the Enterprise Application Manager.  The City is currently implementing Workday as our Financial and Human Capital Management solution with an anticipated go-live date in early 2023.   The successful candidate will fill the Workday Administrator role, assisting the implementation team with deployment, collaborating on testing, development of the security model, report development, training plans, and future governance.  Once implementation is complete, this role will take the lead on support and continuous improvement of the City’s Workday application.

The ideal candidate should:

Have Workday or other ERP administration experience, to include security, tenant, business process, and reporting configuration

Have strong level of initiative; highly organized with attention to detail; ability to prioritize multiple assignments

Have strong analytical skills, including a thorough understanding of how to interpret business needs and translate them into application and operational requirement

Have strong communication and interpersonal skills and enjoys working in a dynamic, team-oriented environment

Examples of Duties / Knowledge & Skills

The essential functions of this position include but are not limited to:

  • Provide support and maintenance of enterprise level applications that impact critical City-wide operations, functions, and services.
  • Perform enterprise application administrative functions which may include security maintenance, business process configuration, tenant configuration, global data values configuration, and support for integrations. 
  • Provide overall enterprise application support and maintenance functions which may include upgrades, enhancements, decommissions, and troubleshooting.
  • Assess customers business practices and requirements, analyze enterprise application functionalities to evaluate available solutions.
  • Lead continuous improvements for enterprise applications, serving as a strong consultative partner to business and functional leaders to identify, prioritize and implement new enhancements and improvements to processes
  • Configure, test, validate and implement advanced workflows that support business processes.
  • Stay current on enterprise application’s roadmap, enhancements and changes, identifying opportunities and potential impacts.
  • Coordinate and validate system level, function level, and interface testing of application changes and upgrades.
  • Lead change management process that ensures impact analysis, approval, communication, and delivery of necessary training.
  • Configure, maintain, and advise on security within enterprise applications. This includes security policies, roles, and role assignments.
  • Perform security audits, demonstrate proof of security controls during audits, and participate in report reviews to ensure security and data privacy standards.  
  • Develop and maintain simple to complex reports and dashboards, utilizing a variety of reporting development tools.
  • Troubleshoot, resolve and document enterprise application related issues.
  • Provide support for enterprise application integration issues, changes to existing integrations as well as new integrations
  • Serve as a liaison with external vendors for coordination of support, consultation, and procurement.
  • Develop appropriate technical and procedural documentation, that enables successful support and use of enterprise applications.
  • Develops training content and provides training to users.
  • Coordinate and manage information technology projects.
  • Follow established IT Service Management (ITSM) procedures.
  • Punctual, regular, and reliable attendance is essential for successful job performance.

Minimum qualifications & Requirements

Knowledge, Skills, & Abilities:

  • Expert knowledge and experience with enterprise application administrative functions including security maintenance, business process configuration, tenant configuration, and global data values configuration.
  • Ability to plan and coordinate enterprise application upgrades and patches, utilizing change management to minimize impact to City operations.
  • Communicate clearly and concisely, both orally and in writing.
  • Facilitate and engage diverse teams at all levels of the organization to translate business challenges into solutions within enterprise applications. Ability to utilize business process analysis methodology to examine City processes to find opportunities for improvements, translate into requirements that can be implemented within enterprise applications.
  • Ability to collect, organize, analyze, and disseminate significant amounts of data with attention to detail and high degree of accuracy using a variety of analytical and reporting tools.
  • Knowledge and experience monitoring and maintaining interfaces between enterprise applications and internal/external vendor systems.
  • Ability to organize and prioritize a variety of projects and multiple tasks effectively to meet critical deadlines.
  • Ability to troubleshoot and provide support; high technical aptitude with the ability to grasp technical concepts and details.
  • Ability to use the security features and controls of an enterprise application, knowledge of data security requirements, organizational structures, and roles to ensure protection of City data.
  • Ability to apply the principles and practices of ITIL and IT Service Management (ITSM) when implementing, managing, and delivering technology to meet the needs of customers.
  • Project management experience, with a solid understanding of project management principles and techniques.
  • Ability to deliver high quality documentation that meets applicable standards and is appropriate for its intended audience.
  • Ability to develop and deliver training content that satisfies the needs of diverse audiences.
  • Active participation in professional enterprise application specific organizations, activities, and training.
  • Serve as backup for other staff members in a mutually supportive teamwork environment and respond to system failure and maintenance emergencies.
  • Technical expertise, diplomacy, professionalism, enthusiasm, and strong customer service skills are required.

Experience & Education:

  1. Associate degree in Computer Science or related discipline.
  2. Two (2) years increasingly responsible experience in design, configuration, security, and support of an enterprise application, to include report/dashboard development.
  3. The following certifications are not required but highly desirable:
  • Business Analysis: CCBA and CBAP
  • Project Management: PMP
  • Certification/Accreditations specific to enterprise applications used at the City.

  1. The Enterprise Applications Administrator works from an office in a busy, public-oriented City facility and is eligible for teleworking.
