Job Description

The City of Eugene Finance Division is recruiting for a Senior Management Analyst. This position works as a team member of the Finance Division to provide highly complex analysis, develop financial reports and recommendations, and complete other assignments requiring a comprehensive, broad knowledge of accounting theories, principles, practices and procedures.

The Senior Management Analyst will be a skilled technician with strong communication skills (oral and written), excellent planning and organizational skills, technical knowledge of accounting principles and practices and the ability to work in a team environment. They will have experience working on complex tasks under tight deadlines and should be able to work independently with minimal guidance from the supervisor. Experience working with Annual Comprehensive Financial Reports (ACFR) and end-user query tools (such as MS Query) is desirable but is not required.

Participates in a variety of complex professional accounting functions; maintains and enhances the integrity and accuracy of financial management records; prepares accounting entries for complex transactions and year-end closing activities; extracts, compiles and presents financial information for internal and external reporting; coordinates the preparation of the City’s annual financial reports and analysis for the external audit of the City’s financial statements, records and systems; prepares financial, program, budget and operational analysis on a variety of City initiatives, services and systems.

Principal Duties:

  • Responsible for the City-wide reporting of grants to the Federal government annually. This position works with the department staff who apply for, manage, and track grant financial information to ensure we have reported the activity correctly and consistently in the Schedule
    of Federal Financial Awards.
  • This position Is the primary liaison with the City’s external auditors and coordinates the gathering of financial information and addressing issues and questions as they arise from the auditors.
  • Acts as lead for the preparation of the City’s Annual Comprehensive Financial Report (ACFR).
  • Prepares Generally Accepted Accounting Principles (GAAP) entries for the ACFR, especially in areas such as Taxes Receivable, Grants, Compensated Absences, Claims, and related note disclosures.
  • Coordinates the year-end closing of the general ledger; reconciles and balances subsidiary ledgers, analyzes and adjusts City accounts and ledgers as needed.
  • Analyzes issues and problems related to operations and maintenance of financial management systems and recommends solutions; provides pro-active, customized technical consulting and training on the use of information systems and data extraction tools.*

Ancillary Duties:

  • Conducts system and operational audits and studies; recommend improvements to current systems and operations; assists in the development and implementation of approved recommendations.
  • Coordinates accounting activities with other departments and divisions as well as outside agencies and organizations; provides information, technical assistance, and training to City staff.
  • Participates in preparation of City’s operating and capital budgets.
  • May be responsible for the selection, supervision, and evaluation of assigned staff; assigning work and ensuring training is provided; investigating complaints; recommending and administering disciplinary actions; handling sensitive personnel matters and recommending grievance responses; exercising full supervision over employees.



  • Five years of increasing responsibility professional accounting experience. Public sector experience is preferred but is not required.

Training and Education:

  • Candidates must possess the equivalent to a bachelor's degree from an accredited college or university with major coursework in accounting.
