Job Description
West Des Moines Water Works is now accepting applications for the Finance Manager and Treasurer position. This position is under the direction of the General Manager, is responsible for planning, coordinating, contributing to and directing the accounting functions including financial accounting, reporting, budgeting, investment and cash flow management, capital financing, water rate analysis, and inventory control. This position is one of two employees in the accounting staff and is an instrumental contributor to the day-to-day functions as well as oversight of the department. This position is also responsible for many of the Human Resources functions for the organization.
Duties and Responsibilities:
- Serves as Treasurer of the Board of Water Works Trustees and provides a financial report to the Board each month.
- Oversees the general accounting activities of the utility, including payroll, accounts payable, purchase orders, accounts receivable, fixed assets, inventory and general ledger. Prepares monthly financial statements to ensure accuracy and conformity with governmental financial reporting standards and GAAP. Prepares management reports on an as-needed basis.
- Ensures reliable financial reporting and safeguarding of WDMWW assets and resources through effective internal control policies and procedures.
- Coordinates and prepares the annual budget, reviews for accuracy and completeness and prepares budget presentation for the Board of Trustees. Oversees the monitoring of compliance with the budget.
- Leads staff preparation for the annual audit, coordinates efforts with independent auditors, and prepares year-end financial reports. This includes providing any necessary support and documentation for Central Iowa Water Works audit.
- Prepares financial and statistical analysis and reports as needed.
