Job Description

JOB OVERVIEW

The Treasury Accounting Manager supports the management of the total treasury portfolio and accounting for the City, as well as helps manage and monitor daily cash management transactions. Additional responsibilities may include but are not limited to the development of banking relationships and serving as liaison between various departments on behalf of Treasury, within the City.

KEY RESPONSIBILITIES (The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.)

  • Primarily accountable for the monthly accounting and reporting of the City’s Investment and Debt portfolios.
  • Responsible for monitoring and accounting of flow of cash receipts and disbursements to meet the business and investment needs of the City.
  • Records and/or reconciles investment activity between bank statements and the City’s accounting system, determining daily cash balances available for investments.
  • Prepare monthly account reconciliations to the general ledger.
  • Establishes new accounts.
  • Develops strategies for maximizing and improving the City's financial management activities.
  • Provide supporting documentation to external reporting, legal, compensation accounting, accounting policy and Treasury.
  • Monthly reconciliation of Investment accounts.
  • Prepare accounting/journal entries for debt team for new deal, money movement and general daily needs.
  • Oversight/approval of accounting/journal entries from all members of the Treasury team.
  • Liaison between Treasury and Accounting (et al) for projects and needs.
  • Generate and complete audit docs, as well as reconcile for all Treasury activity.
  • Oversight of Oracle and all Treasury processes within Oracle (supplier needs, general upgrades, etc.)
  • Participate in ad hoc projects

  • Ability to quickly sift through various inputs and arrive at a logical, executable conclusion
  • Municipal government and financial institution accounting experience a plus
  • Microsoft Office experience (Excel and PowerPoint) including V Look Up, Pivot Tables, Sum IF statements, Macros
  • Experience with Oracle
  • Demonstrated understanding of financial markets and processes
  • Comfortable operating in a dynamic environment that changes with organizational needs
  • Strong interpersonal and team-building skills; ability to communicate with all levels of organization
  • Demonstrate abilities in problem-solving, decision making and analytical thinking
  • Ability to prioritize tasks, knowing what is important both in short-term and long-term

MINIMUM QUALIFICATIONS (Education and Experience)

  • Bachelor's Degree in Accounting or Finance
  • Five years of financial and government accounting experience; or a combination of training, education, and experience that is equivalent to the employment standard listed and that provides the required knowledge and abilities.
  • Knowledge of public sector operations (including, but not limited to financial and government accounting, budgetary policies and procedures, and policies and procedures relative to handling cash reserves)
  • Working knowledge of Oracle
  • Proficiency in the use of Microsoft Office, particularly Excel and PowerPoint
