Fiscal Officer II
This is a professional accounting position working with the Operating Fund, as well as the Single-Family and Multi-Family Bond Programs. It is the responsibility of this position to analyze and prepare the financial information for each of the above areas, work with external auditors to complete the annual financial audit, maintain internal controls, and ensure compliance with Generally Accepted Accounting Principles and Governmental Auditing Standards.
An employee in this position performs accounting work of a varied nature, including maintenance of complex accounting records and preparation and analysis of financial statements. This position reports to the Chief Financial Officer and functions in a proficient and independent manner in carrying out his/her job responsibilities. Job complexity primarily deals with the considerable analysis and preparation of the financial data contained in the accounts. The scope and effect of this position derive from its impact on the accuracy and timelines of the financial reports used by OCHFA and the public. These reports are also compiled into the Comprehensive Annual Financial Report (CAFR), which reflects OCHFA’s financial status and credibility.
The person hired for this position must have hands on experience and knowledge of computerized accounting systems and software programs as well as have the ability to administer management information system support.
ESSENTIAL DUTIES:
- Analyze, reconcile, and journalize all activities in each trustee monthly statement for all funds in the Bond Programs.
- Process vendor invoices, prepare check register and monthly warrant list.
- Prepare payroll and quarterly/year end IRS filings.
- Input all journal entries into the general ledger system.
- Prepare monthly bank reconciliations and journal entries arising from the reconciliations.
- Process cash receipts and maintain check logs and amortization schedules.
- Prepare and analyze all financial statements for all Funds. Ensure the integrity of all general ledger accounts.
- Preparation of the Prepared By Client (PBC) list for the external auditors.
- Prepare monthly schedules for all balance sheet and income statement accounts.
- Manage the computerized financial management information system and trouble shoot problems.
- Generate various monthly printouts for all financial and closing reports.
- Ensure the receipt and reconciliation of all Authority fees monthly.
- Prepare monthly financial reports and provide support in the preparation and execution of the Authority’s budget.
- Maintain fixed assets register.
- All other duties assigned by the CFO, reasonably associated with any of the essential duties and current needs of the Authority.
QUALIFICATIONS:
- Bachelor’s Degree in Accounting, Finance or a related field; and Five (5) years of: Accounting, Finance, or Auditing experience, or any combination thereof.

- Master’s degree in Accounting, Finance or related field; and Two (2) years of: Accounting, Finance, or Auditing experience, or any combination thereof.
