Investment and Banking Services Manager - Investment and Debt Manager
ABOUT THIS POSITION
The Finance Department has a vacancy for an Investment and Banking Services Manager working under the general administrative direction of the Deputy Finance Director. This position is responsible for the planning, directing, managing, and overseeing of the Finance Payment Center; along with the City’s cash and investments. This position has considerable latitude to exercise professional discretion within the parameters of the City’s ordinances, rules, regulations, policies, procedures, and other guidelines.
Additional responsibilities include providing centralized guidance and coordination of the City’s banking and merchant services, policies, and procedures for cash handling and PCI compliance; interacting with internal and external sources to provide financial expertise to management, departments, and internal and external boards and committees; and meeting with external industry professionals, financial and technology experts, and compliance and financial auditors for banking and merchant services.
KEY DUTIES
- Oversee the investment and management of the City's investment portfolios.
- Manage the City’s banking relationship by evaluating service levels and making recommendations for new products and enhancements.
- Supervise and coordinate the work of professional-level investment and accounting staff;
- Provide oversight to the Finance Payment Center by determining best practices over physical security and cash handling policies; and distribute the guidance Citywide.
- Provide accounting, financial, and analytical expertise to management and departments through email, spreadsheets, presentations, or written reports.
- Provide PCI guidance to City departments and ensure City’s compliance with PCI DSS by acting as the liaison between the City’s bank the internal PCI team at the City.
- Work with Finance management to ensure appropriate policies are developed, documented, and articulated to departments and external entities.
- Coordinate and conduct presentations to external boards and committees.
- Draft and negotiate banking, investment, and cashiering system contracts and amendments.
- Manage upgrades and product implementations for the City’s centralized cashiering system and new bank products.
- Provide highest level of customer service to the City’s external and internal customers; to include researching complex issues and resolving elevated customer concerns.

IDEAL CANDIDATE
- Possess considerable knowledge of fixed income investments; banking and merchant services; and cashiering operations and systems;
- Ability to research and analyze complex data and provide recommendations to the Finance management;
- Ability to present ideas clearly and concisely; and communicate effectively with peers and internal customers;
- Ability to plan, organize, prioritize time and workload effectively with attention to detail;
- Ability to work and resolve issues independently.
- Proficient with SAP and Office products including Word, Excel, and Powerpoint.
SALARY
- $77,251 - $117,291 annually. Candidates may be hired above the minimum depending upon qualifications.

Pension Information
MINIMUM QUALIFICATIONS
- Three years of professional experience in governmental capital financing, debt management, investment and securities, accounting, or auditing;
- One year supervising professional-level staff;
- Bachelor's degree in finance, accounting, business administration, economics, or a related field.
- An equivalent combination of related experience and education may be considered.

PREFERRED QUALIFICATIONS – The minimum qualifications listed above, plus:
