Job Description

Position Summary

Manage and administer all County investments and develop associated tracking and reporting systems. This position is responsible for performing all associated analysis required for investment purchases and sales; research and analysis of economic trends; development and use of cash flow analysis and projections; projection of investment earnings for budgetary purposes

Essential Functions

  • Administer, coordinate and monitor cash management activities, including management of bank accounts and transfer of funds
  • Research investment options and performs economic analysis and forecasts; and administer County investment portfolio
  • Ensure cash requirements are met for operations, capital expenditures, payroll, and investment programs
  • Coordinate, administer and monitor county banking relationships, including bank accounts safekeeping, lockbox operations and fund transfers
  • Prepare annual projection of County interest income, and provide financial reporting section of Finance with budgetary estimates for current and future years
  • Develop and monitor associated tracking and reporting systems
  • Manage and update the investment fund in the general ledger
  • Work with internal and external auditors
  • Select and purchases investments in accordance with North Carolina General Statues
  • Actively participates in task teams, committees and projects as needed

Minimum Qualifications


  • Minimum of four years of directly related experience required, to include experience adhering to regulations governing investment of public funds


  • Bachelor's degree in Finance, Business Management or related field
  • Combination of relevant education and relevant experience accepted?: Yes

Licenses and Certifications

  • May require a valid North Carolina or South Carolina Driver's License

Computer Skills

  • Proficient in various computer applications including Microsoft Office Suite
