Job Description

This position is responsible for the direct administration of the City's Finance Department which includes the Divisions of Accounting, Purchasing, Central Stores, Vital Statistics, and Utility Billing. This position directs the financial information systems for the City through the preparation of financial reports that analyze the cost of municipal operations and revenues generated; coordinates the compilation of fiscal information which outlines the City's financial position in terms of fund disbursements, interest earnings, and projected revenues based upon past, present, and future operations; coordinates the preparation of the municipal budget and all related financial forecasts to be presented to the City Manager and the City Council for final review and approval; advises the City Manager, Deputy City Manager, and Assistant City Managers on desirable operational or financial adjustments due to changing municipal expenditure p atterns and revenue revisions; is responsible for the City's cash and debt management, risk management, and long and short term investment activities; delegates to Division Heads authority and responsibility for administering activities and operations under their control; and directly and indirectly supervises assigned staff.

Requires a bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a similar major filed of study with a minimum of eight (8) years of professional financial management experience. Master degree preferred. Personnel management experience required. CPA certification required. Experience in a financial management capacity which has involved the administration or coordination of a financial system within a small to medium size municipal organization with a budget of $100M or greater preferred. Valid Texas Driver’s License Required. The City may consider experience and education in determining qualification.
