Job Description

As strategic budget advisors to County officials, Pinellas County’s Office of Management and Budget is seeking a Management & Budget Manager to join our distinguished award-winning team* In this role, the Management & Budget Manager performs professional financial and accounting work involving customer focused development, preparation, implementation, and execution of county-wide and special district budgets, for all fund entities of the County. They will ensure compliance with Chapter 129. F.S., for control of County finances, and other statutory provisions, for timely preparation and execution of legally adopted County budgets. In addition, this individual will advise County agencies and departments of legal and budgetary policy requirements, as well as ensuring proper budgetary processes for supplements, amendments and other changes while leading a team of Budget & Finance Management Analysts.

We are seeking an effective leader with excellent communication and team building skills. Must be an expert in public finance and budgeting with proven experience in use of such technology tools as Excel, budget development software, and enterprise resource planning software. Will lead a team of budget analysts as a member of the overall department management team that is responsible for the development and administration of the $2.8 billion County Budget through collaboration with a diverse group of departments, agencies and independent partners. The successful candidate will possess the following experience: Budgeting in large, complex public sector organizations, linking a strategic plan to program budgets and associated outcomes and products/services, debt management, and managing/directing staff to enable their growth and development while providing superior service.

The ideal candidate would have knowledge of local government operations and practices; Florida Statutes as related to the budget process; knowledge of operating and capital expense budgets; and federal, state, and private grants. The candidate would have the ability to establish and maintain effective working relationships with the a diverse group of customers including elected officials, department and agency directors, financial managers, co-workers, other governmental agencies, and the public within all types of situations.

*Pinellas County’s Office of Management & Budget has been the recipient of the Distinguished Budget Presentation Award from the Government Finance Officers Association of the United States and Canada for over 10 years. The award assesses how well the budget serves as a policy document, a financial plan, an operations guide and a communications device.
