Job Description

This position is in the Financial Operations Section. The purpose of the Financial Operations Section is to provide timely procurement of goods and services, payroll management, debt fund management, grant funds management, ensuring proper accounting of transactions and managing wholesale contracts. The position will monitor the performance of various finance and fund-raising functions and will assist the Financial Services Manager (Operations) in establishing department financial management objectives and its execution, but not limited to supervision of financial transactions, debt management, grants management, managerial accounting analysis, policy, and decision support.


Essential job functions include: performing reviews and audits of tax and/or revenue sources by gathering, assembling, consolidating, and analyzing data; drawing valid conclusions based upon research findings; and monitoring and enforcing tax and/or lease requirements rules, regulations and compliance guidelines.


  • Minimum of a bachelor’s degree from an accredited university in Business, Accounting, Finance, Economics, or Public Administration.
  • Minimum of five (5) years' experience, at a professional level in finance, grants management, and /or debt management.
  • Knowledge of and skill in performing mathematical and statistical computations using standard Microsoft programs such as Microsoft Excel and Access.
  • Skill in accurately organizing, compiling, and processing data; preparing financial, statistical, and narrative reports; and the ability and willingness to maintain confidentiality.
  • Skill and ability to conduct a detailed review of complex and detailed reports and documents to ensure they contain no errors and the information contained within each of the documents is consistent with all the other related documents.
