Job Description
Under limited supervision oversees the Revenue Division in the collection and accounting of all City funds received from various internal and external sources. Prepares revenue estimates and revenue expenditures in developing the City budget and for the annual audit.
ESSENTIAL JOB FUNCTIONS:
- Carries out supervisory/managerial responsibility in accordance with policies, procedures and applicable laws, including interviewing, hiring and training staff; planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; approving leave requests; and addressing complaints and resolving problems.
- Develops and implements programs to locate and maximize collection of revenues from businesses not currently licensed and/or remitting taxes and special events.
- Prepares estimates of revenues and revenue expenditures in developing the City budget and as requested by Executive staff.
- Performs financial tasks to maintain fiscal records and prepares financial reports to facilitate accuracy in the annual audit process.
- Ensures compliance with GAAP guidelines, GASB guidelines and City policies and procedures.
- Assists in drafting and updating City Ordinances and Franchise Agreements.
- File legal liens against delinquent businesses; Acts as liaison for Court Cases/Litigation
- Work with IT staff to ensure accounting software is meeting staff needs
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
- Bachelor’s level degree in Accounting, Businesses, Public Administration or related field; and five to seven years of related experience; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
- Necessary-Revenue Officer Certification
- Desirable-CPA

- Works with other Finance Division staff in preparation of annual audit.
- Generates routine revenue reports.
- Files legal liens against delinquent businesses.
- Works with Information Systems staff to ensure accounting software is meeting staff needs.
- Evaluates revenue software collection system and oversees conversion to the General Ledger.
- Updates and implements natural disaster procedures for the division.
- Performs other related duties as assigned.
