Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under the direction of the Sr. Manager of Allocation Management, the Supervisor of Funding Requests will provide support to LAHSA in the administration, planning, and development of recommendations and requests for funding, as well as grant and funder agreements for programs and services, designed to end homelessness in Los Angeles County. This position will support the Funding & Allocations Department, LAHSA, its funders and subrecipients with oversight of LAHSA’s processes for: receiving funds through submissions of funding recommendations and funding requests; design of grant and funding agreements; and preparing and submitting reports to LAHSA’s funders.

The Supervisor will play a key role in LAHSA’s funding processes, supporting LAHSA in its annual funding cycles, to ensure funds are available to LAHSA, its programs and subrecipient through communications with funders and formal requests of funders; negotiating and developing scopes of work for grant and funder agreements, preparing; preparing, submitting, and presenting reports to LAHSA funders regarding the performance of LAHSA funding, including the allocation, utilization, and expenditures of funding.

Essential Job Functions

  • Supervise LAHSA staff and processes in the development, design, preparation, submission, and negotiation of recommendations and requests for funding through collaboration with LAHSA’s programs and contracts departments.
  • Supervise LAHSA staff and processes in the development, design, preparation, submission, negotiation, and execution of funder and grant agreements through collaboration with LAHSA’s programs, contracts, and finance departments.
  • Assist in the development and implementation of processes and systems to monitor and track funding recommendations and funding requests, grant and funder agreements, and funding reports.
  • Develop and implement funding strategies to reverse racial disparities in homelessness
  • Prepare, submit, and present reports on programmatic and financial outcomes to LAHSA funders, Commission and committees.
  • Assist with the development and implementation of policies and procedures relative to LAHSA’s operationalizing of its annual funding cycles.
  • Adhere to policies and procedures to ensure alignment with federal and state regulations, local ordinances and LAHSA directives.
  • Provide reports on a regular or ad hoc basis.
  • Other duties and special projects as assigned.

  • Knowledgeable in Federal Statutes and Regulations, such as HEARTH ACT, HUD Emergency Solution Grant, HUD Continuum of Care, HUD Community Development Block Grant, DPSS CalWORKs Housing Support Program, John H. Chafee Foster Care Independence Program.
  • Highly proficient in the use of Microsoft Excel, Power BI, and other applicable software.
  • Strong analytical, problem-solving and organization skills.
  • Able to work on multiple projects with accuracy and efficiency, while keeping to deadlines.
  • Excellent verbal, written and interpersonal communication skills.
  • Detail-oriented.
  • Ability to interface with the public and staff on all levels.
  • Demonstrated experience working independently and in a team environment.

Training & Experience

  • Bachelor’s or Master’s degree from an accredited college or university in public administration, public policy, social welfare, finance, economics, statistics, or business strongly preferred.
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.

COVID-19 Vaccines

  • Effective November 1, 2021, LAHSA will require proof of vaccination for all employees. This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LAHSA employees, our stakeholders and those we serve – it will remain in effect for the duration of the public health emergency.
  • Employees may apply for an exemption if they cannot be vaccinated due to complicating medical conditions or sincerely held religious beliefs. If the exemption is approved, then the employees will be subject to weekly COVID-19 testing.
