Tax Manager
This position is responsible for supervising the city’s tax assessment and collection process. Prepares the city’s tax digest. Assists in setting the city’s annual millage rate. Trains tax staff members in taxation policies, procedures and other tax related tasks. Provides innovative tax planning and reviews complex income tax returns. Manages tax provision and tax compliance process. Ensures compliance with state, federal and international tax law through a series of systems and system controls that are designed to ensure accurate, timely reporting. Monitors current and impending changes to tax regulation and makes appropriate updates to policies and strategies. Manages the tax team to greater performance; creates and implements tax plans and works with the accounting and leadership teams to identify opportunities for process improvement and potential areas of risk. Prepares state mandated reports pertaining to taxes and prepares advertisements for public hearings as required. Processes electronic payments for mortgage companies. Issues executions for delinquent taxes, to include processing, advertising and selling delinquent properties. Hires, trains, assigns, directs, supervises and evaluates assigned personnel; approves vacation and leave time. Processes tax returns.
Prepares annexation notifications to counties and utility companies. Reviews, maintains and submits proof of claims on bankruptcies. Assists the general public with questions and concerns. Maintains official street listings, addresses and maps. Prepares various financial reports. Performs related duties.
Knowledge and level of competency are commonly associated with the completion of a baccalaureate degree in Accounting, Taxation, Finance or other course of study related to the occupational field. Sufficient experience to understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with five (5) to eight (8) years’ experience or service. Knowledge of generally accepted accounting principles. Knowledge of U.S. federal, state and local reporting requirements. Knowledge of the preparation of tax policies and procedures as dictated by tax law. Knowledge of record management principles. Knowledge of budget development and management principles. Proven work experience as a Tax Manager. Knowledge of tax code, compliance and procedures for city governance. Strong leadership and personnel management skills. Strong ability to utilize project management and accounting best practices to organize and prioritize tasks and the tasks of other team members.
The work is typically performed in an office while sitting at a desk or table. The employee occasionally lifts light objects and heavy objects.
