Treasury, Debt and Grants Management Unit (Position Code 0256)

Management Analyst I: $8,586.93 - $10,994.53 monthly
Management Analyst II: $9,476.13 - $12,129.87 monthly Overview:

The Treasury, Debt and Grants Analyst is a mission critical role that supports Valley Water's $650 million investment portfolio and $1 billion debt portfolio as well as an extensive grants portfolio with an annual budget in excess of $35 million. The successful candidate will be highly self-motivated to work independently, exercise sound financial management skills and judgement, and take a lead role in managing the relationships with various banks, investment brokers/dealers, and other internal/external stakeholders.

Key Responsibilities include, but are not limited to:

Treasury Management:

  • Complete daily liquidity analysis and implement the required daily banking transactions.
  • Coordinate with internal and external contacts to analyze and monitor daily cashflow requirements.
  • Coordinate with banks to ensure all banking transactions (funds transfers, wires, ACH, etc) and reporting are completed before 11 am daily.
  • Update and maintain the Sympro investment management database.
  • Prepare daily, weekly, monthly and quarterly reports in compliance with Valley Water's Investment Policy and the California Government Code 53600

Investment Management:

  • Review daily broker/dealer offerings and make investment recommendations to the Treasury, Debt and Grants Officer, considering the liquidity requirements of the investment portfolio.
  • Conduct annual review of the broker/deal pool and make recommendations for changes to the broker/dealer pool.
  • Maintain ongoing relationships with the broker/dealers.
  • Conduct annual credit analysis for corporate and municipal securities.


  • Prepare compliance reports and perform administrative functions to support Valley Water's $1 billion debt management program.
  • Prepare required reports in compliance with legal covenants related to $740 million of long-term debt obligations.
  • Prepare required monthly/quarterly/annual reports related to $150 million Commercial Paper Program and $170 million Bank Line of Credit Program.


  • Assist the Treasury, Debt, and Grants Officer with general administration of the unit.
  • Monitor and manage the Treasury, Debt and Grants unit budget.
  • Process and keep track of invoices and wire transfers related to the annual debt service budget.
  • Monitor and mentor the work of the staff analyst and temporary staff.
  • Perform various analytical support duties, such as preparing grants claims, conducting studies on various operational, financial, budgetary, legal, legislative, regulatory, political and/or administrative issues, drafting policies and procedures and benchmarking studies.

Ideal Experience for Management Analyst I:

  • Minimum 2 years of experience in finance analyses in a public or private sector.
  • Experience with process improvements and collaborating with others to implement solutions.
  • Proficiency in Microsoft office suite, ability to utilize Excel advanced functions, database/ERP systems and Vena budget software a strong plus.

Ideal Experience for Management Analyst II:

  • Minimum 3 years of experience in finance analyses in a public or private sector.
  • Experience with process improvements and collaborating with others to implement solutions.
  • Experience supporting a specific business unit or division with all financial management activities including developing, monitoring, analyzing, and communicating financial matters.
  • Strong proficiency in Microsoft office suite, ability to utilize Excel advanced functions, database/ERP systems and Vena budget software a strong plus.

Ideal Skills and Abilities for Management Analyst I/II:

  • Ability to work independently, take the lead on the assigned functional area and build strong rapport with key stakeholders ranging from executive management to administrative staff.
  • Strong communication skills, both orally and written. Willing to prepare documentation and present/train others and engage the audience in a public speaking forum
  • The ability to present to the Board, members of the public, and internal stakeholders

Ideal Knowledge for MA I/II:

  • Working knowledge of CA local government policies and principles of treasury, debt, budget, monitoring, analysis, forecasting, internal control, and financial management.

Ideal Training and Education:

  • Bachelor's degree in Accounting, Finance, Financial Management, Economics, Business Administration. Master's degree is desirable.

Required License or Certificate

* Fully vaccinated means (1) it has been at least two weeks since a person has completed the entire recommended series of a COVID-19 vaccine, and (2) the person has provided proof of vaccination in a form consistent with the requirements for verification of vaccine status in the State of California's July 26, 2021 Public Health Officer Order.

**Limited Exemptions to Vaccination Requirement
