Kendel Taylor was appointed the City’s Director of Finance, effective June 1, 2015. Ms. Taylor began working for the City of Alexandria in 1995, serving the majority of her career in the Office of Management and Budget from 1999 until August 2013. In 2011 and 2012, she served as Acting Budget Director, and was Acting Finance Director from August 2014 until her appointment in June 2015. The City’s Finance Department is responsible for the assessment, collection and enforcement of all City taxes; the management of cash flow and investments, accounting for and reporting the City’s financial position, processing payroll, executing a fair and competitive procurement environment, assessing all real and personal property in the City, managing the City’s risk and safety programs and managing the City’s pension plans. In addition, Kendel provides analytical support and guidance to the City’s Legislative Subcommittee on proposed tax legislation and other General Assembly actions that impact that City’s financial strength and authority. As Finance Director, she has coordinated the City’s General Obligation bond issuance, as well as presenting the City’s financial management practices and position to the rating agencies. Kendel was recently appointed to GFOA’s Committee on Governmental Debt Management.
In September 2018, Ms. Taylor was re-elected to the Virginia Investment Pool Board of Trustees, which has oversight of $1.4 billion in local government pooled investments. Kendel was recently reappointed to her third term as the Chair of the Alexandria Community Policy Management Team and is a member of the Board of Directors of the Small Business Development Center in Alexandria. Ms. Taylor holds a Bachelor’s degree in Business Administration/Marketing and Spanish from Albright College and a Master’s degree in Public Administration from Virginia Tech.
