Lisa Marie Harris, Director of Finance/Treasurer of the SD Water Authority since May of 2014 where she is responsible for management of a two year budget of $1.5 billion, investment portfolio of $564 million and debt portfolio of $2.2 billion.  Ms. Harris has 27 years of financial experience in both the public and private sector, including working at the County of San Diego as Chief Deputy Treasurer for seven years where she managed a $5 billion portfolio, serving the State Treasurer's Office for four years as  Executive Director of the California Debt and Investment Advisory Commission, the city and County of San Francisco, San Francisco International Airport as the Assistant Deputy Airport Director for Budget and Finance and for Siebert Brandford Shank & Co., as Senior Vice President where she financed over $1billion in local infrastructure bonds.  Harris received her Bachelor's degree in Economics from University at California, Berkeley and her Master’s degree in Public Policy from the University of Michigan.  Harris is also a past GFOA Executive board member and currently serving on the GFOA Debt and Nominating committees.  In addition, Harris is the founder and Vice President of the San Diego Chapter of Women in Public Finance.
