Melissa Carter is the Chief Budget Officer for the City of Savannah. She is a results-driven professional offering over 20 years of experiencein governmental policies and financial planning. Prior to arriving in Savannah, Melissa served the federal government within the Departments of Defense, Veteran’s Health Administration and the Morale, Welfare and Recreation’s Financial Management Division in Europe.
Melissa holds a BA from Southern Illinois University and a graduate degreefrom Central Michigan University. She is a Certified Local Government Finance Officer and a graduate of the NFBPA Executive Leadership Institute for Public Administration.
She is a wife, mother of two, and a combat veteran. She envisions her profession as a Budget Officer as a great privilege, earned through building trust, overcoming challenges and exceeding expectations.
